Proje Konusu | The MENA Life Skills and Citizenship Education (LSCE) Initiative is a transformative programme which aims to have a wide-reaching impact on societies in the Middle East and North Africa through improving educational outcomes, employment prospects and civic engagement. The aim of this initiative is to support effective reforms in national education systems across the MENA region, through the development of 21st Century Skills. The initiative grew from the need for a holistic, lifelong and rights-based vision of education to maximize the potential of all children and youth in the region. It is an approach that recognises learning is lifelong and that learning occurs through multiple pathways that may be formal, non-formal and informal. The MENA region currently faces an unprecedented set of challenges in terms of learning, employment, social cohesion, political instability, conflict and a lack of economic growth. Across the region there is a learning crisis with poorly performing education systems, rising youth unemployment and a breakdown in social cohesion giving rise to radicalisation. Education systems in many countries in MENA are strained and fail to provide young people with sufficient education to succeed in the workplace. While the reforms of the past 15 years have had positive impacts in improving access to education and reducing the gender gap there is still much to be done (UNICEF, 2017). Youth unemployment stands at 26.2% in 2019 set against a global average of 12.7%1. It is this context which makes the LSCE Initiative such a critical project. This chapter will provide an overview of the LSCE Conceptual Framework before outlining key challenges in the measurement of 21st Century Skills and a consideration of the innovations and design decisions taken in response to these. |
